Estonia to build fence along Russian border

            Tallinn (AFP) --- Estonia on Thursday said it would build a fence along its eastern border with Russia to safeguard its security and to protect the EU's passport-free Schengen zone.
Interior ministry spokesman Toomas Viks said construction would begin in 2018.
            "The aim of the construction is to cover the land border with 100 percent, around-the-clock technical surveillance to create ideal conditions for border guarding and to ensure the security of Estonia and the Schengen area," he told AFP.
            The announcement comes as regional tensions are running high over the crisis between Russia and Ukraine.
            The Baltic states have been rattled by Russia's actions in Ukraine, where pro-Moscow separatists have been fighting Kiev's forces since April 2014.
            Estonia, along with Latvia and Lithuania, emerged from nearly five decades of Soviet occupation in the early 1990s and joined NATO and the European Union in 2004 in a bid to boost their own security at a time of tension with Moscow.
            The plan to build a fence along Estonia's eastern border with Russia has been in the works since last year, Viks said.
            The 2.5-metre (eight-foot) high barbed-wire fence will span nearly 110 kilometres (70 miles) but will not cover the entire length of the border as marshland areas will be fence-free, according to Estonia's border guards.
            It will be completed by 2019, Viks said.
            "The information gathered by the technology can be used as evidence in cases of cross-border crime, be it illegal border crossing, smuggling (or) human trafficking," he told AFP. 

Romania gives Moldova 100 million euros on independence day, says it supports EU membership

   CHISINAU, Moldova --- Romania's prime minister has given Moldova 100 million euros ($117 million) in financial aid in a gesture of support for the former Soviet republic's EU membership bid.
   Prime Minister Victor Ponta called for a Romanian gas pipeline to be extended to Chisinau, the Moldovan capital. Moldova relies on Russia for most of its gas.
   Ponta was in Chisinau Thursday to mark Moldova's 24th anniversary of independence from the Soviet Union. Since independence, Moldova has been torn between Russia and the West.
   U.S. President Barack Obama sent a congratulatory message to Moldova, saying its best security guarantee was closer ties to Europe. Meanwhile, Russian President Vladimir Putin spoke of developing relations "in the spirit of friendship." Moldova signed an association agreement with the EU last year, which Russia opposed.

Poland to store U.S. military equipment from mid-2016: PAP agency

   WARSAW (Reuters) --- The United States will store heavy military equipment at two sites in Poland from mid-2016, Poland's defense minister said, a part of Washington's efforts to reassure allies made uneasy by Russian actions in Ukraine.
   The move will mark the first time Washington has stored heavy military equipment in the newer NATO member states in Eastern Europe and the Baltics, which were once under the Soviet sphere of influence or were part of the Soviet Union.
   In June, a senior Russian Defense Ministry official warned that Moscow would strengthen its forces on its Western flank should the U.S. store heavy arms in the Baltic states and eastern Europe.
   "Following reconnaissance, after talks with American partners, two sites have been selected to store heavy equipment of the U.S. military - one in western Poland, and one in north-eastern Poland," Polish Defense Minister Tomasz Siemoniak told state press agency PAP on Thursday. "We foresee that the pre-positioning will take place in mid-2016."
   He did not say what kind of equipment would be sent to Poland or exactly where in each region it would be stored. North-eastern Poland borders on Belarus, a nominal ally of Russia.
   Siemoniak said that he wants the ongoing talks with the U.S. to be concluded by the start of October this year. The pre-positioning would be combined with the U.S. military units' participation in military exercises, he said.
   In June, a U.S. official speaking on condition of anonymity told Reuters that the Pentagon was poised to store battle tanks, infantry fighting vehicles and other heavy weapons in the region, enough for as many as 5,000 troops.
   The official said the proposal envisaged storing a company's worth of equipment, enough for about 150 soldiers, in each of the three Baltic nations: Lithuania, Latvia and Estonia.
   Enough equipment for a company or possibly a battalion, about 750 soldiers, would also be located in Poland, Romania, Bulgaria and possibly Hungary

NATO opens training centre in Georgia amid Russia tensions.

   Tbilisi (AFP) --- NATO on Thursday opened a training centre in Georgia as the ex-Soviet country eyes closer partnership with the Western military alliance amid tensions with Russia.
   The establishment of the NATO-Georgian Joint Training and Evaluation Center, to be based just outside the capital Tbilisi, is aimed at buttressing the small ex-Soviet country which fought a five-day war with Russia in 2008.
   "There is more Georgia in NATO and more NATO in Georgia," NATO Secretary General Jens Stoltenberg said at a joint news conference alongside Georgian Prime Minister Irakli Garibashvili before the opening ceremony.
   Stoltenberg, who arrived in Tbilisi on Wednesday, said the centre would train both Georgian and NATO troops.
   "This centre will help Georgia to continue making its armed forces more modern and more capable of meeting 21st century challenges," Stontelberg said at the opening ceremony in the Krtsanisi National Training Center outside Tbilisi.
   "It will be equally important in training Allied and partner troops," he said in the presence of Georgia's prime minister, president and top officials.
   Georgian Prime Minister Garibashvili stressed for his part that the centre would increase regional stability and was not directed "against any neighbouring countries."
   Georgia has long sought full NATO membership and hopes to be invited to join a Membership Action Plan (MAP), a formal step towards membership, at a NATO summit in Warsaw next year.
   But analysts doubt that NATO will grant Georgia MAP membership next year for fear of infuriating Russia amid heightened tensions over the Ukraine crisis.
   Stontelberg on Thursday sounded non-committal when asked about Georgia's chances to get the NATO membership plan at the Warsaw summit.
   He said that he "cannot prejudge the conclusions and the decisions which are going to be taken at the NATO summit next year."
   “What I can say is that Georgia already has the necessary tools to make progress towards membership," he said.
   "I see that there is more work to do, but I am very inspired and encouraged by the progress we have seen."
   "All the commitments we have made together are on track and on time and all these efforts help Georgia to move closer to your aspiration of NATO membership”, he said.
   Moscow's annexation of Crimea last year and the subsequent violence in eastern Ukraine have strained Russia's already tense relations with NATO, and each accuses the other of meddling in the affairs of the former Soviet countries.
   In August 2008, Georgia fought and lost a brief war with Russia over the Kremlin-backed separatist region of South Ossetia.

Russia launches military drills in Arctic.

            Moscow (AFP) --- Russia launched military exercises in the Arctic on Monday as it seeks to bolster claims to the region's vast hydrocarbon and mineral wealth.
            More than 1,000 soldiers, 14 aircraft and 34 special military units are taking part in drills in northern Siberia, weeks after Russia pressed a claim at the United Nations for an additional 1.2 million square kilometres (463,000 square miles) of Arctic shelf.
            "These drills are aimed at increasing the security of the Russian Arctic, ensuring our state's economic freedom in this region, and protecting our territory and targets from potential military threats," the defence ministry quoted Vladimir Korolyov, the commander of Russia's northern naval fleet, as saying Monday.
            Korolyov also stressed that the exercise was "purely defensive in nature" and was not directed against any third country.
            Russia conducted similar military drills in May.
            Moscow has been trying to stake claim to more of the region's vast energy and mineral resources, increasingly accessible due to the receding ice caps, despite warnings from environmentalists.
            The Arctic shelf claim Russia made earlier this month includes the North Pole and could potentially give it access to some 4.9 billion tonnes of hydrocarbons, according to government estimates.

North, South Korea talk all night, to resume Sunday, in bid to end standoff

   SEOUL (Reuters) --- Top aides to the leaders of North and South Korea were due to resume talks on Sunday after negotiating through the night in a bid to ease tensions that brought the peninsula to the brink of armed conflict.
   The meeting at the Panmunjom truce village inside the Demilitarised Zone (DMZ) began on Saturday evening, shortly after North Korea's deadline for Seoul to halt anti-Pyongyang propaganda broadcasts or face military action, and broke before dawn on Sunday.
   The envoys, shown on TV exchanging handshakes and tight smiles at the start of their meeting, discussed ways to resolve tensions and improve ties, South Korea's presidential Blue House said in a brief early morning statement. The talks were due to resume at 3 p.m. Seoul time (2.00 a.m. EDT).
   "Both sides are under big pressure to get something out of this," said Jeon Young-sun, professor at the Institute of the Humanities for Unification at Konkuk University in Seoul, who said the length of the high-level meeting may be unprecedented.
   The talks took place in South Korea's Peace House, just to south of Panmunjom's often-photographed sky-blue huts, and the same venue where lower-level talks between the bitter rivals took place in February 2014, without ending in agreement.
   The negotiations were interrupted with breaks for both sides to consult with their respective governments, and for snacks, the South's Yonhap News Agency reported.
   "North Korea wants to stop broadcasts, while South Korea can't do it without achieving anything back," Jeon said.
   North Korea and South Korea have remained technically in a state of war since their 1950-53 conflict ended in a truce, not a peace treaty, and inter-Korean relations have been in a deep freeze since the deadly 2010 sinking of a South Korean warship. Pyongyang denied responsibility.
   The current tensions began early this month when two South Korean soldiers were wounded by landmines along the border. The North denies laying the mines. Days later, Seoul began its propaganda broadcasts in random three-hour bursts from 11 banks of loudspeakers, including news reports and K-pop music from the South, resuming a tactic both sides halted in 2004.
   The crisis escalated on Thursday when the North fired four shells into the South, according to Seoul, which responded with a barrage of 29 artillery rounds. North Korea declared a "quasi-state of war" in front-line areas and made an ultimatum for Seoul to halt its broadcasts.
   That deadline passed on Saturday without any reported incidents.
   The United Nations, the United States and the North's lone major ally, China, have all called for calm.
   The United States, which has 28,500 soldiers based in South Korea, said on Friday it had resumed its annual joint military exercises there after a temporary halt to coordinate with Seoul over the shelling from North Korea. North Korea regularly condemns the maneuvers as a preparation for war.
   South Korean President Park Geun-hye's national security adviser and her unification minister met with Hwang Pyong So, the top military aide to the North's leader Kim Jong Un, and Kim Yang Gon, a veteran official in inter-Korean affairs, on Saturday, prompting hopes for a breakthrough.
   Despite the announced talks, South Korea's military remained on high alert, a defense official said, and the South has said it has no plans to halt the broadcasts. Pyongyang's state media has continued its hostile anti-South rhetoric.
   However, in announcing the meeting, the North's KCNA news agency referred to the South as the Republic of Korea, a rare formal recognition of its rival state, and in sharp contrast to its recent tone.
   High-level talks between the two sides have been rare in recent years.
   Pyongyang's two negotiators had made an unexpected visit to the South last October to attend the closing ceremony of the Asian Games, where they met Kim Kwan-jin, Park's national security adviser, who is leading the South's delegation this weekend. Those talks raised hopes for an improvement in relations, which did not materialize.
   North Korea has been hit with UN and U.S. sanctions because of repeated nuclear and missile tests, moves that Pyongyang sees as an attack on its sovereign right to defend itself.

Rival Koreas to hold high-level talks to defuse war fears

   PYONGYANG, North Korea (AP) — South Korea and North Korea agreed Saturday to hold their first high-level talks in nearly a year at a border village to defuse mounting tensions that have pushed the rivals to the brink of a possible military confrontation.
   The meeting, scheduled for 6 p.m. Seoul time (0900 GMT) in Panmunjom, would come 30 minutes after the deadline set by North Korea for South Korea to dismantle loudspeakers broadcasting anti-North Korean propaganda at their border. North Korea has declared its frontline troops are in full war readiness and prepared to go to battle if Seoul doesn't back down.
   The South Korean presidential office said its national security director, Kim Kwan-jin, and Unification Minister Hong Yong-pyo would sit down with Hwang Pyong So, the top political officer for the Korean People's Army, and Kim Yang Gon, a senior North Korean official responsible for South Korean affairs. Hwang is considered by outside analysts to be North Korea's second most important official after supreme leader Kim Jong Un.
   The North's official Korean Central News Agency also confirmed the planned meeting.
   The meeting comes as a series of incidents raised fears that the conflict could spiral out of control, starting with a land mine attack allegedly by the North that maimed two South Korean soldiers and the South's resumption of anti-Pyongyang propaganda broadcasts.
   An official from South Korea's Defense Ministry, who didn't want to be named because of office rules, said that the South would continue with the anti-Pyongyang border broadcasts until the end of North Korea's deadline, but said a decision had yet to be made on whether to continue with the broadcasts if the high-level meeting goes on as planned.
 South Korea had been using 11 loudspeaker systems along the border for the broadcasts, which included the latest news around the Korean Peninsula and the world, South Korean popular music and programs praising the South's democracy and economic affluence over the North's oppressive government, a senior military official said at a news conference, on condition of anonymity.

   Each loudspeaker system has broadcast for more than 10 hours a day in three or four different time slots that were frequently changed for unpredictably, the official said. If North Korea attacks the loudspeakers, the South is ready to strike back at the North Korean units responsible for such attacks, he said.
   Authoritarian North Korea, which has also restarted its own propaganda broadcasts, is extremely sensitive to any criticism of its government. Analysts in Seoul also believe the North fears that the South's broadcasts could demoralize its frontline troops and inspire them to defect.
   In Pyongyang, businesses were open as usual Saturday and street stalls selling ice cream were crowded as residents took breaks under parasols from the summer sun. There were no visible signs of increased security measures, though even under normal situations the city is heavily secured and fortified. More than 240 South Koreans entered a jointly run industrial complex in the North Korean border city of Kaesong.
   The North's state-run media has strongly ratcheted up its rhetoric, saying the whole nation is bracing for the possibility of an all-out war. Leader Kim Jong Un has been shown repeatedly on TV news broadcasts leading a strategy meeting with the top military brass to review the North's attack plan, and young people are reportedly swarming to recruitment centers to sign up to join the fight.
   "We have exercised our self-restraint for decades," the North's Foreign Ministry said in a statement Friday. "Now, no one's talk about self-restraint is helpful to putting the situation under control. The army and people of the DPRK are poised not just to counteract or make any retaliation but not to rule out all-out war to protect the social system, their own choice, at the risk of their lives."
   People were willing to talk about the tension and, as is common in public in North Korea — officially called the Democratic People's Republic of Korea — they voiced support for their government's policies and their leader. They also used phrases like "puppet gangsters" to refer to South Korean authorities — everyday terms in the North, in state media and conversation.
   "I think that the South Korean puppet gangsters should have the clear idea that thousands of our people and soldiers are totally confident in winning at any cost because we have our respected leader with us," said Pyongyang citizen Choe Sin Ae.
   It was not clear whether North Korea meant to attack immediately, if at all, but South Korea has vowed to continue the broadcasts, which it recently restarted following an 11-year stoppage after accusing Pyongyang of planting land mines that maimed two South Korean soldiers earlier this month.
   Four U.S. F-16 fighter jets and four F-15k South Korean fighter jets simulated bombings, starting on South Korea's eastern coast and moving toward the U.S. base at Osan, near Seoul, officials said.
   South Korea's military on Thursday fired dozens of artillery rounds across the border in response to what Seoul said were North Korean artillery strikes meant to back up a threat to attack the loudspeakers.
   U.S.-based experts on North Korea said the land mine blast and this week's shelling were the most serious security incidents at the border since Kim Jong Un came to power after the 2011 death of his father, Kim Jong Il. The country was founded by Kim Jong Un's grandfather, Kim Il Sung.
   "If Kim Jong Il or Kim Il Sung was in charge, I would say that leadership in North Korea would recognize that South Korea has responded in kind to an attack and it's time to stand down," said Evans Revere, a former senior State Department official on East Asia. "But I'm not sure Kim Jong Un understands the rules of the game established by his father and grandfather on how to ratchet up tensions and then ratchet them down. I'm not sure if he knows how to de-escalate."
   The North denies responsibility for the land mine attack and says it didn't fire across the border, a claim Seoul says is nonsense.
   The standoff comes during annual military exercises between the U.S. and South Korea North Korea calls the drills a preparation for invasion, although the U.S. and South Korea insist they are defensive in nature.
   In the South Korean border towns of Yeoncheon, Paju, Gimpo and on Ganghwa Island, officials said they told thousands of residents to move to shelters ahead of the Saturday afternoon deadline. Fishermen on Saturday were banned for the second straight day from entering waters near five South Korean islands near the disputed western sea border with North Korea, according to marine police officials in Incheon.

   South Korea's Yonhap news agency, citing an unidentified government source, reported Friday that South Korean and U.S. surveillance assets detected the movement of vehicles carrying short-range Scud and medium-range Rodong missiles in a possible preparation for launches. South Korea's Defense Ministry said it could not confirm the report.

Russia, China start joint air and navy drills

   Moscow (AFP) --- Russia and China on Friday started joint military drills in the waters and airspace of the Sea of Japan, Russia's military said.
   The exercises off the Russian city of Vladivosktok -- which are set to run until August 28 -- will involve 22 vessels, up to 20 aircraft and over 500 marines from the two sides, the Russian armed forces said in a statement.
   The culmination of the training will be a joint naval and airborne landing at a Russian military firing range, it said.
   The drills come as Beijing and Moscow intensify cooperation in military, political and economic spheres, with Russia locked in its worst standoff with the West since the end of the Cold War over Ukraine.
   In May the two sides conducted their first joint naval exercises in European waters in the Black Sea and Mediterranean. It was China's farthest ever naval exercise from its home waters.
   Chinese President Xi Jinping and his Russian counterpart Vladimir Putin hold frequent summits and their countries, both permanent members of the United Nations Security Council, often take similar stances there on divisive issues such as the conflict in Syria.
   The waters of the Peter the Great Gulf, south of Vladivostok, are close to where the borders of Russia, China and North Korea come together.
   Beijing and Tokyo are at odds over islands in the East China Sea farther south controlled by Japan but claimed by China, though both sides have made efforts to cool tensions through dialogue, including meetings between Xi and Japanese prime Minister Shinzo Abe.

   South Korea has blocked access to a tourist observatory close to the border with North Korea, in response to escalating tensions between the two rivals.
   The Dora Observatory looking across the Demilitarized Zone was shut down by security forces.
   However, most South Koreans are going about their daily life and highway traffic is normal. North Korea also permitted more than 240 South Koreans to enter a jointly-run industrial complex at its border city of Kaesong on Saturday.

   The warning by North Korea's Foreign Ministry came after North Korean leader Kim Jong Un on Friday declared his front-line troops in a "quasi-state of war" and ordered them to prepare for battle. South Korea on Thursday fired dozens of artillery rounds across the border, saying North Korea had fired first to back up a threat to attack the loudspeakers.
   In a statement carried by North Korea's official Korean Central News Agency, the Foreign Ministry says North Korean soldiers and people are "poised not to just counter-act or make any retaliation but not to rule out an all-out war to protect the social system, their own choice, at the risk of their lives."
   Seoul recently resumed the anti-Pyongyang border broadcasts for the first time in 11 years after it accused the North of planting land mines that maimed two South Korean soldiers earlier this month. Seoul has vowed to continue the broadcasts.

   North Korea's deputy U.N. ambassador says "a strong military counteraction will be launched" if South Korea does not meet a Saturday deadline for removing loudspeakers broadcasting anti-North Korean propaganda along their border.
   "I would say that our military will not make any empty talks," Ambassador An Myong Hun told reporters.
   An says North Korea has asked for an urgent meeting of the U.N. Security Council to discuss issues including the current U.S.-South Korea military exercises, which were briefly suspended.
   The letter to the Security Council president accuses South Korea and the United States of "fabricating" the land mine incident that led to the current escalating tensions.

2:30 p.m.
   The Pentagon says America's annual military exercise with South Korea has resumed after being stopped as a result of escalating tensions and threats of war from Pyongyang.
   David Shear, the assistant secretary for Asia issues, says the exercise was temporarily halted so that the U.S. and South Korea could talk and coordinate over the recent exchange of artillery fire across the border.
   He says U.S. forces are at an increased security status for the exercise and that the U.S. is continuing to monitor the situation closely.

   U.N. Secretary-General Ban Ki-moon has expressed deep concern over rising tensions between North and South Korea and urged them to engage in dialogue to promote peace.
   U.N. spokeswoman Eri Kaneko said Ban also urged the two Koreas to refrain from taking any further measures that might increase tensions.
Ban is a former South Korean foreign minister.
   Tensions have escalated since South Korea accused rival North Korea of shelling a border town on Thursday and retaliated with dozens of artillery rounds. North Korea has threatened further action unless Seoul ends loudspeaker broadcasts of anti-North Korean propaganda at the border.

   North Korea's ambassador to Russia has accused South Korea of lying about alleged North Korean artillery strikes and asked for the world's help in defusing rapidly growing tensions between the two countries.
   At a news conference in Moscow on Friday, Ambassador Kim Hyun Joon attributed the tensions to what he called military and political provocations by the United States and South Korea.
   He repeated North Korea's threat of military action if South Korea does not meet a Saturday deadline for removing loudspeakers along their border that recently resumed broadcasting anti-North Korean propaganda after a lull of 11 years.
   South Korea has vowed to continue the broadcasts, which were restarted after it accused North Korea of planting land mines in the DMZ along their border that maimed two South Korean soldiers.
   South Korea fired dozens of artillery shells across the border on Thursday after accusing North Korea of artillery strikes.

   U.S. defense officials say America's annual military exercise with South Korea has been halted as tensions with North Korea spike and Pyongyang issues threats of war.
   The officials say the U.S. is monitoring the situation, but hasn't taken any other military steps. It was unclear if the exercise would resume.
   North Korean leader Kim Jong Un on Friday declared his front-line troops in a "quasi-state of war" and ordered them to prepare for battle against South Korea in response to an exchange of artillery fire on the border Thursday.
   The annual exercise began Monday and was slated to end next Friday.

   The officials spoke on condition of anonymity because they weren't authorized to discuss the matter publicly.

   Seoul (AFP) --- South Korea on Thursday fired dozens of shells into North Korea after detecting a rocket fired across the heavily-militarised border, pushing already elevated cross-border tensions to dangerously high levels.
   Direct exchanges of fire across the inter-Korean land border are extremely rare, mainly, analysts say, because both sides recognise the risk for a sudden and potentially disastrous escalation between two countries that technically remain at war.
   Thursday's incident came amid heightened tensions following mine blasts that maimed two members of a South Korean border patrol earlier this month and the launch this week of a major South Korea-US military exercise that infuriated Pyongyang.
   A defence ministry spokesman said South Korea had detected a rocket fired from the North Korean side across a western section of the border shortly before 4:00pm (0700 GMT).
   "It landed on our side, but struck no military target," the spokesman told AFP, adding there were no apparent casualties or damage.
   South Korean military units retaliated by launching "dozens of rounds of 155mm shells" targeting the rocket launch site, the ministry said in a statement.
   "We have strengthened our military readiness and are closely watching movements of the North's military," it added.
   The spokesman said South Korean troops had been placed on highest-level alert, while President Park Geun-Hye reportedly called and chaired an emergency meeting of her National Security Council.

   A local government official in Yeoncheon county -- some 60 kilometres north of Seoul -- told AFP that residents of several border villages had been ordered to evacuate their homes for nearby shelters.
   Dan Pinkston, Korea expert at the International Crisis Group in Seoul, said the motive for the initial North Korean rocket firing was unclear.
   "It could always have been an error, but more likely it was the show of displeasure that the North has been threatening for a while now," Pinkston said.
   The incident will fuel tensions that have been on high simmer in recent weeks following the border landmine incident.
   The North denied any role and threatened "indiscriminate" shelling of the loudspeaker units unless they halted their broadcasts immediately.
   It also threatened retaliatory strikes after Seoul and Washington refused to call off their annual Ulchi Freedom military drill, which kicked off Monday and roleplays responses to an invasion by the nuclear-armed North.
   North Korea regularly ups its bellicose rhetoric before and during the annual joint exercises, but rarely follows through on its threats.
   In the past, its default response has been to test fire missiles into the East Sea (Sea of Japan).

   "Sending a rocket over the border is surprising, because the inherent risks are just so big," Pinkston said.
   "If it had hit something strategic or caused any casualties, the South's response would have been far stronger, and then suddenly we're on the path towards a serious confrontation," he added.
   The last direct attack on the South was in November 2010 when North Korea shelled the South Korean border island of Yeonpyeong, killing two civilians and two soldiers.
   On that occasion, South Korea responded by shelling North Korean positions, triggering brief fears of a full-scale conflict.
   In October last year, North Korea border guards attempted to shoot down some helium balloons launched across the land border by activists and carrying thousands of anti-North leaflets.
   The incident triggered a brief exchange of heavy machine-gun fire and scuppered a planned resumption of high-level talks.

Russian military exercises begin on Europe's doorstep

   (Ukraine Today) --- More than 10 crews will participate in drills in the Baltic Sea off Kaliningrad
   Russia has begun naval and aviation military exercises involving live fire, here, in the exclave of Kaliningrad, bordering on EU members Lithuania and Poland. More than 10 crews of transport and combat helicopters including Mi-24 and Mi-8's like these are participating.
   In an online statement, Russia's Defence Ministry said:
   "In carrying out the tasks, pilots will practice simple and complex elements of piloting under the circumstances of aerial combat, acting within units while carrying out joint maneuvers and in approaching targets, (along with) the issues of supporting naval battle groups and units of coastal defense troops of the Baltic fleet with fire."

'Great Wall of Ukraine': Russian border fortification less than 10% built
   (Ukraine Today) --- Officials say mammoth task underway despite lack of control of frontier in Donetsk region
   It's a project dubbed the ‘Great Wall of Ukraine'- a defensive structure along the Russian border. Its purpose is not only to thwart any military advance from neighboring forces– but also a symbol of the new divide between Moscow and the European mainland.
   Some 180 kilometers of anti-tank ditches have been dug, officials say. On top of this, 40 km of barbed wire and 500 fortification obstacles have also been erected. Over the next three years, the project is earmarked to cost more than four billion Ukrainian hryvnia, currently equivalent to about USD 180 million. 
   Some activists have criticized the project. They argue that with hundreds of kilometers of border under militant-control in eastern Ukraine, the fortification serves little purpose. Despite this officials say the plan remains on track.
   Viktor Nazarenko, Ukrainian border guard service head: "This year, we are mainly concentrating our work on creating engineering structures. Next year, we will strengthen protections, through the creation of smaller elements and the introduction of technical security and in the third year, security measures using combat elements will also be completed."
   Ukrainian officials say the wall will also improve the business climate and bring Ukraine closer to NATO membership and EU integration.
   Meanwhile, Ukrainian Prime Minister Arseniy Yatsenyuk has previously claimed the fortifications would further reassure Ukraine's European partners that it is in full control of its borders.

State Border Guard Service intends to adopt several vessels for Coast Guard
   (Censor.NET) --- The State Border Guard Service intends to purchase three ships and 18 boats before 2020.
   This is stated in the draft strategy of the State Border Guard Service, Censor.NET informs citing Ukrainski Novyny.
   The statement reads that it is planned to significantly improve the coast guard fleet and air transport force before the reforming of the agency expires in 2020.
   Thus it is scheduled to adopt one capital ship and three capital boats, two ships of the third rank, five boats of the second rank, and 10 small boats.
   It is also planned to acquire 11 unmanned flying vehicles.
   Moreover, it is planned to acquire four light patrol planes, 24 light patrol helicopters and 194 unmanned aircraft systems until 2020.

Ukrainian-U.S. joint Sea Breeze naval exercise to start on last day of summer
   (Interfax) --- Ukraine and the United States will be holding a naval exercise, Sea Breeze, in Odessa and Mykolaiv Regions and in the northwestern part of the Black Sea from August 31 - September 12.
   "The Ukrainian-U.S. naval exercise, Sea Breeze-2015, involving representatives from other countries' navies, is due to be held in Odessa and Mykolaiv regions and in the northwestern part of the Black Sea from August 31 - September 12," a spokesperson for the Ukrainian Armed Forces Navy Command said on Thursday.
   The aim of the exercise is to practice a multinational security operation in a crisis region. The exercise aims to increase the level of confidence and security in the region and improve compatibility between the Ukrainian Navy and NATO member and partner navies.
   It was reported earlier that the Sea Breeze exercise will involve up to 2,500 military personnel, with Ukraine represented by up to 1,000 troops, up to nine ships, eight helicopters and airplanes, and up to 50 wheeled vehicles; the U.S., by up to 1,000 troops, up to five ships, two submarines and up to 40 wheeled vehicles.

Ukraine army Aug. 19 losses – 4 dead, 14 wounded
   (Zik) --- Aug. 19, Ukraine army lost 4 servicemen as dead and 14 as wounded in the fighting with Russian troops and rebels in Donbas, presidential spokesman told journalists Aug. 20, Interfax-Ukrayina reports.
   The fiercest fighting was in the Donetsk airport area, with the enemy using heavy artillery banned by the Minsk agreements.
   The rebels refuse to withdraw heavy artillery, Grad missile batteries and tanks 30 km away from the touchline. They deny access to OSCE monitors to inspect the areas of alleged deployment of their weapons.

Rebels threaten to kill observers, OSCE complains
   (Zik) --- OSCE monitoring mission in Ukraine deputy head Alexander Hug said at the Aug. 19 briefing in Donetsk that the rebels had threatened to kill OSCE observers if they would come again to Bezimenne, Novoazovsk rayon, UNIAN reports.
The OSCE official also complained about the obstruction of travel to OSCE observers by the rebels.
A. Hug told the rebels impair the operation of OSCE drones. In some cases, military jamming equipment was used to stall the overflights of the drones.

Prosecutors establish details of deadly Sartana village shelling
   (Zik) --- The shelling of Satrana village near Mariupol was done from the rebel-controlled territory, Donetsk oblast prosecutors say.
   Important, the prosecutors established the direction of the shelling, basing their conclusions on the angles at which the shells (some of them found unexploded) entered the ground. The angle clearly pointed to the rebel-held territories. 
   It was also established that self-propelled SAU artillery was used in the midnight attack that killed 3 and wounded 6 civilians.

Donetsk governor predicts Putin’s plans on Independence Day
   (Zik) --- Chances that Putin will launch a massive attack on Ukraine on or around Aug. 24 (Independence Day) are highly probable, says Donetsk Governor Pavlo Zhebrivsky, Replyua reports Aug. 20.
   Pres Putin has many times expressed his scorn for Ukraine and Ukrainians, he says. The tragic Ilovajsk encirclement was schemed to coincide with the ID last year.
   The number of enemy shellings is increasing with every day. The rebels have issued a leaflet describing the procedure of humiliating march in Donetsk of a column of Ukraine army POWs. 
   All this indicates Putin’s plans to foul up on the big Ukrainian holiday.
   This year, however, Ukraine won’t do as bad as last year, with the Ukrainian army much better trained and equipped to repulse Russian attacks, Zhebrivsky said.
