Poroshenko and Cameron coordinated further actions in case of non-compliance with Minsk agreement
   (Censor.NET) --- President Petro Poroshenko held a meeting with Prime Minister of the United Kingdom David Cameron.
   The parties discussed the ceasefire regime in the Donbas, which had been agreed in Minsk in the course of the meeting in the "Normandy format". They also coordinated further actions in case of non-compliance with the agreements, Censor.NET reports citing the press service of the head of state.
   The president and the prime minister touched upon the issue of technical cooperation between Ukraine and the U.K. as well as the provision of macro-financial assistance for Ukraine to implement efficient reforms, the statement reads.

Situation around Debaltseve is the most difficult: militants trying to overrun positions on high grounds near Lohvynove village - NSDC.
   (Censor.NET) --- The hardest situation in the ATO area remains near Debaltseve today. The militants’ activity has also been recorded at Mariupol direction.
   Anti-terror operation representative Colonel Andrii Lysenko said at today's briefing, Censor.NET reports.
   According to Lysenko, the militants shelled Debaltseve from Grads and cannon artillery 14 times and committed more than 20 strikes over the ATO forces' base camp in this sector during the past day. Infrastructure facilities and houses were destroyed in the city as a result. The militants are trying to overrun positions on high grounds near Lohvynove village in the Artemivsk district of the Donetsk region to force the Ukrainian troops out from this strategic area.
   In addition, the illegal armed groups have unsuccessfully tried to storm the Ukrainian Army positions near Novotroitske, Chornukhyne, and Kamianka villages. Ukrainians detachments have successfully repulsed all the enemy's attacks and maintained all the grounds. The enemy has suffered losses in manpower and equipment.
   The militants' activity has also been recorded at Mariupol direction - they shelled Chermalyk village twice yesterday.
   The militants' shelling of the city of Shchastia, the Luhansk region, has damaged gas pipeline supplying local hospital, having made gas delivery impossible.

Donbas rebels shelling Shyrokine
   (Zik) --- Russian/rebel troops are shelling Shyrokine from positions in Bezimenne, Mariupol defense HQ representative writes in Facebook Feb. 12.
   “Enemy firing positions are directly in the town which complicates their neutralization by Ukraine artillery. 
   The enemy is shelling both Shyrokine and Ukraine army positions, the report says.

Four civilians killed in Luhansk region in past 24 hours
   (Interfax) --- Militants shelled Kyiv-controlled areas in Luhansk region 35 times over the past day, killing four people and injuring seven, head of Luhansk Regional State Administration Hennadiy Moskal said.
   "An artillery shell killed an 85-year-old woman on Pionerska Street in Stanytsia Luhanska. A 52-year-old woman was crushed by the rubble of her home in the village of Valuiske (not far from the district center) which was also shelled by the artillery. Two policemen were hurt by gunfire," the Moskal press service said.
   In all, over 30 homes were damaged in Stanytsia Luhanska and the villages of Nizhnia Vilhova, Peredelske and Valuiske, Moskal reported.
   Artillery and Grad rocket launcher attacks on Popasna killed one civilian and injured five.
   A 22-year-old man died in an anti-personnel mine explosion in a tree belt on the outskirts of Novotoshkivka.

Control mechanism for implementation of new Minsk agreements to be created.
   (Censor.NET) --- A control mechanism will be created in the "Normandy format" - ad hoc working groups will monitor the implementation of the Minsk Agreements.
   The leaders of Russia, France, Germany, and Ukraine agreed to establish a regular control mechanism in the "Normandy format" during the talks in Minsk on the situation in the Donbas. The mechanism will be at the level of senior officials of the Foreign Ministries, Censor.NET reports citing zn.ua.
   "The leaders will extend their commitment to fulfillment of the Minsk Agreements. To this end, they agreed to establish a control mechanism in the "Normandy format" which will meet at regular intervals, usually at the level of senior officials representing Foreign Ministries," the Declaration adopted at the "Normandy Four" Minsk summit reads.
   The document called the "Set of Measures for the Implementation of the Minsk Agreement", which the Contact Group had signed after the talks, provides for the creation of working groups to implement aspects of the Minsk Agreement.
   The Kremlin official website published the full text of the joint statement of the "Normandy Four" leaders:
   "Declaration of the President of the Russian Federation, the President of Ukraine, the President of the French Republic and the Chancellor of the Federal Republic of Germany in support of the full implementation to the Minsk Agreement, adopted on Feb. 12, 2015.
   "Russian President Vladimir Putin, President of Ukraine Petro Poroshenko, French President Francois Hollande and German Chancellor Angela Merkel confirmed full respect for the sovereignty and territorial integrity of Ukraine. They firmly believe in the inevitability of peaceful resolution. They are fully prepared to take all possible measures both individually and together to this end.
   "In this context, the leaders approve a Set of Measures for the implementation of the Minsk Agreement, adopted and signed in Minsk on Feb. 2015 by all who had also signed the Minsk protocol of Sept. 5, 2014 and the Minsk memorandum of Sept. 19, 2014. The leaders will contribute to this process and use their influence on the parties concerned to facilitate the implementation of the Set of Measures.
   "Germany and France will provide technical support for the restoration of the banking system segment in the conflict affected areas, possibly by establishing an international mechanism to facilitate the implementation of social benefits.
   "The leaders share the conviction that the strengthening of cooperation between the European Union, Ukraine and Russia will contribute to the settlement of the crisis. For this purpose, they support the continuation of the trilateral negotiations between the European Union, Ukraine and Russia on energy issues in order to carry out the steps for the development of the "winter gas package".
   "They also support the trilateral negotiations between the European Union, Ukraine and Russia in order to develop practical solutions to issues of Russia's concern in connection with the implementation of the Agreement on deep and comprehensive free trade zone between Ukraine and the European Union.
   "The leaders remain committed to building a common humanitarian and economic space from the Atlantic to the Pacific Ocean on the basis of full respect for international law and OSCE principles.
   "The leaders will continue to be committed to fulfilling the Minsk Agreement. To this end, they agreed to establish a control mechanism in the "Normandy format" which will meet at regular intervals, usually at the level of senior officials representing Foreign Ministries," the Declaration states.
Earlier, an Agreement on withdrawal of heavy weapons was reached. The common buffer zone will constitute 50 km.

Ukrainian soldiers took Lohvynove by assault; Artemivsk-Debaltseve motorway unblocked - MP Semenchenko
   (Censor.NET) --- Ukrainian soldiers unblocked the Artemivsk-Debaltseve motorway near Lohvynove.
   This was announced by MP and Donbas battalion commander Semen Semenchenko on his Facebook page, Censor.NET reports.
   "Ukrainian Army's units took Lohvynove by assault. The very Lohvynove that is blocking the Artemivsk-Debaltseve motorway. Some minor centers of resistance remain, which are being currently neutralized," he wrote.
   According to Semenchenko, units of the Donbas battalion are mopping up the village and its vicinity close to the road.
   "F*ck Putin with his Debaltseve entrapment. Glory to Ukraine!" he summed up.

   (Zik) --- By shelling Donetsk and putting the blame on the Ukrainian army Donbas rebels try to scare the local population and discredit Ukrainian servicemen, ‘Azov’ battalion writes in Facebook Feb. 11.
   At 7.20 today, the rebels shelled Donetsk, hitting the bus station and killing several civilians.
   One of the shells struck the Donetsk steel plant.

Fifty tanks, 40 missile systems crossed from Russia into east Ukraine overnight: Ukrainian military
   KIEV (Reuters) --- Around 50 tanks, 40 missile systems and 40 armored vehicles crossed overnight into east Ukraine from Russia via Izvaryne border crossing into the separatist Luhansk region, a Kiev military spokesman said on Thursday.
   "The enemy continues to strengthen its forces in the most dangerous areas, especially in north-east Luhansk region and in the direction of Debaltseve," spokesman Andriy Lysenko said in a daily briefing, referring to a strategic transport hub that has been the focus of heavy fighting in recent weeks.
   He said the tanks and other military hardware had crossed the border "despite statements by Russian officials about the absence of Russian military equipment and forces on Ukrainian territory."

Merkel says Putin pressured Ukraine rebels to accept ceasefire
   BERLIN (Reuters) --- German Chancellor Angela Merkel said on Thursday that Russia's Vladimir Putin had put pressure on the pro-Moscow separatists in eastern Ukraine to agree to a ceasefire from Sunday, which she said offered a "glimmer of hope" for an end to the bloodshed.
   "Towards the end President Putin also put pressure on the separatists so that they agreed for a ceasefire from Saturday at 2400 hours, or Sunday at zero hours," Merkel said in comments to reporters in Minsk that were circulated by her office in Berlin.
   In 16 hours of talks in the Belarus capital, Ukraine's Petro Poroshenko "did everything to achieve the possibility of an end to the bloodshed", Merkel said.

Ukrainian checkpoint attacked by Grad rockets in Mariupol
   KYIV, February 12 (Ukrinform). --- The Russian-terrorist forces of five o'clock in the morning are have been shelling the outskirts of Mariupol, the port and industrial city 95 kilometers south of Donetsk, since 5.00.
   A National Guard soldier told an Ukrinform correspondent who serves at a checkpoint in Mariupol.
   "Starting from 5.00 in the morning, the Russian-terrorist troops have been shelling the outskirts of Mariupol. The villages of Shyrokyne, Lebedynske, Sakhanka were also hit,” he said.
   According to the soldier, shells also exploded near a checkpoint controlled by Ukrainian forces in Mariupol during one of the terrorists' attacks.
   Terrorists fire from mortars, artillery and Grad MRLS.
   There is no information available on casualties among Ukrainian soldiers and civilians as of now.
   Ukrainian artillery has been returning fire.
