Kikhtenko announced updated information on Kramatorsk massacre casualties
   (Censor.NET) --- Head of the Donetsk Regional State Administration Oleksandr Kikhtenko reported that eight civilians were killed as a result of terrorists’ shelling of Kramatorsk.
   Censor.NET reports citing the Donetsk Regional State Administration press service.
   "According to the head of the region,
 eight civilians were killed as a result of today's shelling of Kramatorsk city (government-controlled) conducted from the direction of Horlivka city (DPR-controlled) from Grad multiple rocket launchers. The terrorists used Tornado rockets, which are in service with the Armed Forces of the Russian Federation only. 63 more people, including five children and 32 military received injuries of varying severity. Oleksandr Kikhtenko noted that this information is not final," the statement reads.
   The head of the Donetsk region said that all municipal and regional services, as well as the rescuers dealt with the situation swiftly, providing assistance to the wounded. The governor also said that four apartment buildings were damaged as a result of the shelling adding that they all will be restored.

Soldiers of Azov Regiment liberating Shyrokyne village.
   (Censor.NET) --- Soldiers of the Azov Regiment freed Shyrokyne from the militants. The village is located between Mariupol and Novoazovsk.
   According to Censor.NET, the combat actions were conducted using small arms and heavy machine guns.

Fifty kilometer ditch to be dug in Bryansk sector of Russian-Ukrainian border
   (Interfax) --- The Federal Security Service's border department in the Bryansk region has announced a tender for digging an anti-vehicle ditch along the border with Ukraine, says a report posted on the public procurement website.
   The ditch aims at preventing undesirable motor traffic. It will be 1.5 meters deep and wide and have a rampart on one side.
   The ditch will be 50 kilometers long (the entire border stretch is 354 kilometers). According to the project description, it will cost ten million rubles.
   The precise location of the prospective ditch will be disclosed shortly before the launch of the project. The works will be done in the Klimovo, Starodub, Pogar, Suzemka and Sevsk districts.

Rockets Strike Near Soup Kitchen In Eastern Ukraine
 (RFE/RL) --- Rockets hit near a soup kitchen in the separatist-held town of Pervomaisk in eastern Ukraine on February 10. People dived for cover underneath tables before rushing to take shelter in the cellar. A number of attacks were reported by both sides a day before planned cease-fire talks in Minsk.

Russian jet downed in Donbas, Azov battalion says
   (Zik) --- Russia’s SU-27 was downed near Kuibyshev in Donetsk oblast, ‘Azov’ battalion CO claims, writing in Facebook Feb. 10.
   Reports of Russian jets came yesterday, when ‘Azov’ said its positions were raided.
   According to Tsenzor.net, deputy CO of 40th brigade company Lieut. Lomakin said the jets bombed his company positions at 14.00 yesterday.
   However, the army dismissed the information.

Situation in Ukraine's eastern regions.
   KIEV, February 10 (Ukrinform). --- The situation in eastern Ukraine remains tense. Despite the declared ceasefire, terrorists continue to fire at Ukrainian army positions.
   The map reflecting the situation in Donbas as of 12.00 on February 10 has been released by the information and analytical center of the Ukrainian National Security and Defense Council.

At Least Five Dead As Missiles Hit Ukraine Military HQ, Civilian Area In Kramatorsk
   (RFE/RL) --- President Petro Poroshenko said there are a "significant" number of casualties after missiles hit Ukraine's military headquarters and a residential area in the eastern city of Kramatorsk.
   Local officials say at least five people were killed and 26 wounded.
   Poroshenko told parliament on February 10 that the attack hit the headquarters of the "Antiterrorist Operation," as Kiev calls the fight against pro-Russian separatists in eastern Ukraine, and several civilian houses. He said both civilians and military officers were injured.
   The Kiev-controlled Donetsk regional administration said the rockets were fired from the separatist-held area of Horlivka, which is about 50 kilometers from Kramatorsk.
   Eduard Basurin, a self-proclaimed separatist defense official, said the rebels "did not strike Kramatorsk" and contended that it was out of their range.
   The missile attack came after a month of intense fighting that has prompted a diplomatic push for peace and added to Western pressure on Russian President Vladimir Putin, who the United States and NATO have called upon to abandon support for the rebels and withdraw troops and arms from Ukraine.
   German Chancellor Angela Merkel and French President Francois Hollande, who brought a peace proposal to Kiev and Moscow last week, may meet with Putin and Poroshenko in the Belarusian capital, Minsk, on February 11, but prospects for the talks were uncertain.
   Forces on both sides in the conflict claimed territorial gains ahead of the proposed talks.
   Ukraine’s volunteer Azov battalion said on social media on February 10 that it has captured several villages northeast of Mariupol, pushing Russian-backed separatists away from the strategic Azov Sea port city.
   Rebel military spokesman Eduard Basurin said late on February 9 that separatist forces have surrounded the town of Debaltseve, a transport hub, cutting it off from a major highway.
   Debaltseve has been the site of some of the fiercest fighting in the recent escalation of the conflict, which has killed more than 5,350 people since April.
   The United States has said the escalation is the result of a "Russian-backed offensive" by rebels in violation of an agreement signed in Minsk in September on a cease-fire and steps toward peace.
   Ukrainian military spokesman Andriy Stelmakh said on February 10 that there had been "an increase in attacks by the enemy on Ukrainian positions" in eastern Ukraine during the previous 24 hours.
   He said seven Ukrainian soldiers were killed and 23 wounded.
   Both Putin and German Foreign Minister Frank-Walter Steinmeier have raised doubts about the proposed four-way summit in Minsk, suggesting it was not yet certain it would take place.
   Steinmeier said much work must be done on “open points” before the meeting could take place.
   Russian President Vladimir Putin also has said the Minsk summit would not take place if the four leaders fail to agree on a "number of points" beforehand.
   Denis Pushilin, a leader of pro-Russian separatists in Ukraine's Donetsk province, was in Minsk on February 10 for an expected meeting of a Contact Group that includes representatives of Ukraine, Russia, and the OSCE.
   In Washington, U.S. President Barack Obama says he is considering the option of sending lethal defensive weapons to Kiev "if diplomacy fails" to end the war.
   Speaking after talks with German Chancellor Angela Merkel on February 9, Obama said he hoped that a diplomatic solution was still possible.
   But he also said it is clear that Russia has violated the commitments it made on Ukraine under the deal reached in Minsk in September.
   Obama said: "It's clear that they violated just about every commitment they made in the Minsk agreement. Instead of withdrawing from eastern Ukraine, Russian forces continued to operate there, training separatists and helping to coordinate attacks. Instead of withdrawing its arms, Russia has sent in more tanks and armoured personnel carriers and heavy artillery."
   Putin has said he will not give in to Western ultimatums.
   In a telegram sent to Russian diplomats on February 10, Putin said that “no matter how much pressure is put on us,” Russia “will continue to pursue an independent foreign policy, to support the fundamental interests of our people and in line with global security and stability.”
   Earlier on February 9, Ukrainian military spokesman Andriy Lysenko accused Russia of sending an additional 1,500 troops and more than 300 military vehicles into eastern Ukraine during the previous two days.
   Last month, Ukrainian President Petro Poroshenko said that some 9,000 Russian troops were in Ukraine with 500 military vehicles, including tanks, Grad missile launchers, and heavy artillery.
   Russia denies it has sent troops or weapons to Ukraine, despite mounting evidence.

Ukrainian army reports gains in eastern Ukraine
   DONETSK, Ukraine (AP) — Government forces on Tuesday reported a counter-offensive in rebel-held eastern Ukraine, while the rebels said they were successful in surrounding Ukrainian troops at a strategic railway junction.
   The intense fighting, which the U.N. says has killed more than 5,300 people since April, comes ahead of a crucial summit including Western leaders on Wednesday as well as peace talks later Tuesday.
   The volunteer Azov battalion said on social media on Tuesday that it captured several villages northeast of the strategic port of Mariupol, pushing the rebels closer to the border with Russia.
   Rebel military spokesman Eduard Basurin said in a televised news conference on Tuesday that the fighting in that area is continuing and that the rebels have not retreated.
   Rebels reported advances, too. Basurin said late Monday that they have surrounded the railway hub of Debaltseve, the focus of fierce fighting in the past weeks, cutting it off from a major highway. A video posted online by a rebel-sympathizing website showed the separatists moving along the highway while the bloodied bodies of Ukrainian soldiers lay on the side of the road.
   At least seven Ukrainian troops were killed overnight in the east, Ukrainian military spokesman Anatoliy Matyukhin said on Tuesday. In the rebel stronghold of Donetsk, which comes under constant shelling, two civilians were killed and 12 injured.
   The fierce fighting and a mounting death toll comes amid renewed efforts to work out a peaceful solution in a conflict that has displaced at least 1 million people and left the powerhouse of the Ukrainian economy in ruins.
   Representatives of Ukraine, Russia, rebels and the Organization for Security and Cooperation in Europe are meeting for long-anticipated talks later on Tuesday to lay the groundwork for a meeting on Wednesday between the leaders of Russia, Ukraine, Germany and France.
   The Kremlin has warned the West ahead of the talks against sending weapons to Ukraine or putting pressure on Russia.
   Russian President Vladimir Putin's spokesman, Dmitry Peskov, told the Russian News Service radio station on Tuesday that any talk about imposing new sanctions on Russia or arming the Ukraine government would destabilize the situation in Ukraine.

Seven Ukrainian soldiers killed, 23 wounded in fightings in Donbas on Monday
   (Censor.NET) --- Seven soldiers were killed and 23 wounded in the course of ATO on Feb. 9.
   Seven Ukrainian soldiers were killed and 23 more were wounded in the course of the anti-terrorist operation in the east of Ukraine on Feb. 9. This was announced by acting speaker of the Joint Staff of the Ukrainian Army Vladyslav Selezniov, Censor.NET reports citing Ukrainski Novyny.
   According to Selezniov, those wounded were taken for treatment.
   As of Tuesday, 559 Ukrainian soldiers are being treated from injuries in hospitals.
   As reported earlier, the situation in the Debaltseve area of Donbas remains tense; a group of Ukrainian army entered a cul-de-sac near Debaltseve, according to Censor.NET's chief editor Yurii Butusov.

Donbas village shelled from Russian territory, governor says
   (Zik) --- The village of Komyshne near Stanytsya Luhanska was shelled with Grad missiles today, Donetsk Governor Hennady Moskal said on his official site Feb. 9.
   The artillery positions were in Russia in Stanytsya Mityakinska, Rostov oblast.
   Earlier, Grad missile batteries entered Ukraine, opened fire and then returned to Russia. However, this time the shelling was from Russia, Moskal said.
   The Russian artillery shelled several other villages in the area, the governor confirmed, destroying houses and infrastructure.

Russian jets attack Ukraine army positions near Debaltseve
   (Zik) --- 40th battalion outpost near Debaltsevo has been attacked by Russian jets, for the second time today, military say Feb. 9.
   40th battalion deputy company CO Lieut. Lomakin told Tsenzor.net that 4 Russian jets attacked his positions at 14.00 today.
   “We need protection from air strikes. This is the second raid by Russian jets today,” the officer said.
