Russian army is rotating occupation troops in Donbas. Supply of equipment and ammunition to terrorists increased - ATO speaker
   (Censor.NET) --- The army of the Russian Federation is rotating the occupation troops in the Donbas. There is also a growing volume of weapons and equipment deliveries to the terrorists.
   This was stated at a traditional daily briefing of the anti-terrorist operation headquarters representative Colonel Andrii Lysenko, Censor.NET reports.
   "According to intelligence reports, the leaders of the Russian armed forces is conducting rotation of the occupation troops in the Donbas, which performs tasks in the territory of Ukraine since last December, mainly in the south part of the ATO. There is also a growing number of supplies of Russian military equipment, ammunition and mercenaries. These deadly cargo is transported through section of the border temporarily uncontrolled by Ukraine, especially in the Luhansk region," Lysenko said.
   Lysenko also said that the social and economic situation in the terrorist occupied part of the Donbas continues deteriorating.
   "Economic and social crisis in the occupied territories is deepening: due to lack of efficient banking system in the occupied territory of the Donetsk region, there are serious problems with non-cash payments, making it difficult for the local population to receive social benefits and wages," Lysenko said.

SBU Colonel arrested for issuing permits to ATO area for bribes. 120,000 hryvnia confiscated.
   (Censor.NET) --- Kramatorsk City Court elected measure in the form of detention for a security officer of Ukraine suspected of taking bribes for issuing permits to the area of anti-terrorist operation (ATO).
   This is stated by the press service of the Prosecutor General's Office, Censor.NET reports.
   "On March 14, 2015 the Chief Military Prosecutor's Office using materials of the Security Service of Ukraine initiated criminal proceedings regarding the facts of extortion and receiving bribes by certain law enforcement officials for issuing permits to pass through the entry and exit control points of the temporarily uncontrolled territory of the Donetsk region. On March 19 as a result of activities conducted by investigators of the Chief Military Prosecutor's Office and the SBU caught group coordinator of one of the sectors of the anti-terrorist operation, SBU Colonel receiving undue profit for issuing a party of permits. In the course of investigative actions confiscated more than 120 thousand hryvnia (apart from the bribe itself) were confiscated in his office and the place of temporary residence," the statement reads.
   "Kramatorsk City Court granted the request of the Chief Military Prosecutor's Office and detained the senior military officer. The corruption scheme of illegal enrichment has been destroyed, steps are being taken to establish and prosecute its other participants," the statement concludes.

No losses over the past 24 hours. Six soldiers wounded - ATO speaker
   (Censor.NET) --- Over the past day six Ukrainian soldiers were wounded in the area of the anti-terrorist operation.
   This was announced by speaker of the ATO Andrii Lysenko, Censor.NET reports citing Interfax-Ukraine.
   "There were no fatalities over the past day; six servicemen were wounded," he said at a briefing in Kiev on Monday.

Ukraine Says Rebels Moving Tanks Up, Attacks Persist
   (RFE/RL) --- Ukrainian authorities are accusing Russian-backed separatists of moving tanks, weapons, and fighters closer to the line of contact with government forces in the east of the country.
   In a statement issued on March 23, Interior Ministry adviser Zoryan Shkiryak said that 10 to 12 tanks had arrived overnight in Horlivka, a rebel-held city close to the front line.
   Shkiryak said that "the enemy continues to concentrate its forces in occupied areas of Donetsk and Luhansk," a reference to two provinces held in part by the separatists.
   The Ukranian military, meanwhile, said that six government soldiers were wounded in the previous 24 hours despite a cease-fire deal signed in Minsk last month.
   More than 6,000 people have been killed in the conflict in eastern Ukraine since April 2014.
   Fighting has lessened since the cease-fire took effect on February 15, but fighting persists and the prospects for a resolution of the conflict are clouded by disputes over other aspects of the peace deal.

OSCE observers came under terrorist fire - ATO speaker
   (Censor.NET) --- OSCE representatives came under fire in the ATO area on Sunday evening.
   This was stated by the ATO speaker Anatolii Stelmakh on 112 Ukraine TV channel, Censor.NET reports.
   "Last night, representatives of the OSCE came under fire. There were witnesses to this. All these cases (violations of the silence mode by the militants - ed.), are recorded by the OSCE. In addition, journalists, the media, including foreign are working in the area. All these violations are recorded and will be publish if possible," Stelmakh said.
   According to him, the enemy's sabotage and reconnaissance groups did not attempt assaults last night as it was before. "Last night there were no cases recorded, but over the past few days there have been cases of assault actions by sabotage and reconnaissance groups of the enemy. Our military destroys such groups, mainly using small arms," the ATO speaker said.

Explosion occurred in volunteer's office in Odessa. No one was injured.
   (Censor.NET) --- The explosion occurred on Heranieva street in Odessa at 11:25 p.m. last night.
   This is reported by Censor.NET citing Odessa.Comments.
   Odessa residents who heard the explosion and saw the flash say that it took place in the premises on the first floor of a nine-storey building. It is unknown whether this was an improvised explosive device, or the cause of the explosion or a household accident. It is also unclear, whether the explosion took place inside the room or an IED was placed near the entrance, as in previous bombings.
   According to HromadskeTV, the explosion occurred in the office of Odessa volunteer Alevtina Korotka. This was confirmed by Alevtina itself.
   According to the press service of the Odessa region Interior Ministry, the explosive device damaged residential premises of the first floor of a nine-storey apartment house on Heranieva street. The windows were blown out in dozen apartments. No one was injured.
   On March 22 about 11:25 p.m the police received a report of an explosion in a residential building on Heranieva street, 2. BY expecting the scene the police preliminary established that a bomb exploded near the front door on the first floor, where a non-residential office space was located.
Odessa region police Volodymyr Shablienko said, according to Dumskaya.

Russia gives Donbas rebels new weapon
   (Zik) --- Russia has supplied Grad-Partizan (Guerilla) missiles to Donbas rebels, military expert Dmytro Tymchuk writes in Facebook March 23.
   The weapon is an easily installed launching pad to fire one Grad missile. 
   Grad – Partizan was designed in the USSR for supplies to Vietnam.
   It can be mounted on a vehicle and has an optical sight.
   The weapon is supplied to mobile rebel groups operating at the touchline.

Terrorists used tanks, Grads and mortars to shell ATO positions at all directions. All attacks were repulsed - ATO press center
   (Censor.NET) --- Ukrainian military continues fighting against Russian-terrorist groups in the ATO area.
   This is reported by Censor.NET citing the ATO press service.
   "Thus, last night, from 8 p.m. to 5 a.m. the enemy shelled the positions of our troops at all directions. At 10:05 p.m. the village of Pisky was hit by 120-mm mortar, and at 11:30 p.m. Opytne at the Donetsk direction was shelled by a tank. In the Luhansk region, at 1:15 a.m., the terrorists grossly violated the peace agreement clearly demonstrated the presence of multiple launch rocket systems, by using Grads to shell the village of Orikhove. Around 3:00 a.m., the enemy infantry using small arms fire came into contact with our military near Sokolnyky. The attack was successfully repelled," the statement reads.
   It is also noted that around 8 p.m. the enemy also unsuccessfully attempted to storm the positions of the Ukrainian troops near Shyrokyne at the Mariupol direction. "The village was shelled twice from 120-mm mortars and small arms during the night".
   Near Artemivsk the villages of Leninske and Shumy were attacked twice with small arms. "
   In total, according to the headquarters, from 8 p.m. to midnight the enemy used weapons 12 times, and another five violations of the silence mode were recorded from midnight to 5 a.m.

Another convoy of Russian tanks entered Horlivka - Interior Ministry
   (Censor.NET) --- Another convoy of Russian military equipment consisting of about a dozen tanks entered city of Horlivka, the Donetsk region.
   As reported by Censor.NET citing Channel 5, this was announced by the Interior Ministry adviser Zorian Shkiriak.
   "This night [of March 22 - ed.] I was told that another convoy of about 10-12 tanks arrived to Horlivka again," he said.
   According to the Interior Minister adviser, the enemy continues to concentrate its forces in the occupied areas of the Donetsk and Luhansk regions.
   In particular, the following equipment is being accumulated in cities and villages along the front line: tanks, artillery systems, MLRSes Grad, Smerch, Uragan, the latest Russian systems of anti-air defense, self-propelled guns, as well as significant manning with enemy's personnel, 80% of which consists of contract soldiers and regular units of the Russian army.
